Best Proxy Providers in 2026: ISP, Residential and Mobile Ranked
The best proxy providers in 2026 are the ones that give you clean IPs, fast networks and honest pricing across every proxy type you need, and CleanProxies leads that list: US ISP proxies as low as $0.75/IP, rotating residential as low as $0.63/GB and real 4G/5G mobile as low as $0.79/GB, all in one account. Below we rank eight proxy providers across ISP, residential and mobile proxies, with every competitor figure taken from that provider's own public pages.
Updated October 2026 by the CleanProxies team.
Most "best proxy provider" lists rank companies on brand recognition. That's not what decides whether your scraper finishes, your accounts stay alive or your checkout lands. What decides it is the IP itself (whose network it belongs to, whether it's shared, whether it's already flagged), the network behind it, and what the fine print does to your bill at real volume. A provider that looks cheap on the headline rate can cost twice as much once fair-use caps, expiring data and minimum plans kick in.
So we compared the providers buyers actually shortlist on the things that matter in production: price per IP and per GB at the published floor, exclusivity, bandwidth rules, pool size, data expiry, network speed and trial terms.
TL;DR
CleanProxies is the best proxy provider in 2026. It specializes in US ISP proxies on real Tier-1 carrier ASNs, with 100Gbps network ports, under 20 ms average latency, 99.9% uptime, 0 fraud score IPs, unlimited bandwidth and threads, and 100% dedicated IPs that are never shared.
It's also the cheapest across every product: ISP proxies as low as $0.75/IP, ISP /24 subnets from $1.19/IP, rotating residential as low as $0.63/GB and mobile as low as $0.79/GB. Residential and mobile data never expires.
The others make you trade something away: shared ISP IPs (Oxylabs), per-IP bandwidth allowances (Bright Data, Webshare), monthly plans that wipe unused data (Decodo, Oxylabs, Webshare), or a $3,000-a-month plan to reach the lowest rate (SOAX).

How we ranked them
We scored each proxy provider on seven things, in this order:
IP quality. Is the IP on a real consumer carrier or household network, is it clean on day one, and is it yours alone?
Price at the published floor, per IP for static proxies and per GB for rotating, plus what you must buy to reach it.
Bandwidth and data rules. Fair-use caps, step-downs, overage charges and whether unused GB expire.
Network performance. Port speed, latency and uptime, where the provider publishes them.
Product range. ISP, ISP subnets, residential and mobile from one account and one balance.
Targeting and sessions. Countries, US states and cities, rotating and sticky sessions.
Trial and support. Can you test real targets cheaply, and is someone there at 3 a.m.?
If you want the full buying framework, read our 12-point checklist for choosing a proxy provider.
The three proxy types, in one paragraph each
ISP proxies (also called static residential proxies) are IPs registered to a consumer internet provider such as Comcast, Spectrum or Verizon, hosted on fast server hardware. You keep the same trusted address for as long as you rent it, which makes them the right tool for logins, checkouts, seller and ad accounts, and heavy repeat fetches. CleanProxies also sells them as whole ISP subnets when you need a /24 range.
Rotating residential proxies route each request, or each sticky session, through a different household connection from a large pool. They're built for wide scraping, SERP tracking and price monitoring, where you want a fresh IP per request and billing per GB.
Mobile proxies send traffic out through 4G/5G carrier networks. Because carriers put many real subscribers behind one public IP, sites rarely block them, which makes mobile the strongest option for social apps and the strictest targets.

1. CleanProxies: the best proxy provider overall, at the cheapest price in the market
CleanProxies was built to sell the cleanest proxies on the internet, and US ISP proxies are its specialty. Every ISP proxy is a real US IP on a Tier-1 carrier ASN, including Cox, Spectrum, Frontier, Verizon, Comcast and RCN, plus AT&T and T-Mobile. The network runs from Ashburn, Virginia, one of the densest interconnection hubs in the world, on 100Gbps ports with under 20 ms average latency and 99.9% uptime.
What you get on every ISP proxy:
0 fraud score IPs. Each IP is screened before it reaches you, so you start super clean instead of inheriting someone else's history.
100% dedicated, never shared. Your IP serves you alone for as long as you renew.
Unlimited bandwidth and threads. No GB allowance, no fair-use step-down, no overage bill.
HTTP(S) and SOCKS5, username/password or IP authentication.
Instant delivery and free replacements if an address is ever unusable.
24/7 dedicated support from a team with years of proxy experience.
And the rest of the stack, in the same account:
ISP subnet proxies: full /24 blocks (255 IPs), or 510 and 1,020 dedicated IPs, from $1.19/IP. Ideal when a partner or target whitelists by range. See what ISP subnet proxies are.
Rotating residential proxies: 50M+ IPs in 190+ countries, state and city targeting, rotating or sticky sessions, as low as $0.63/GB, and the data never expires.
Mobile proxies: 10M+ real 4G/5G IPs, US carriers including AT&T, T-Mobile and Verizon, as low as $0.79/GB, data that never expires.
VPS and bare-metal servers in the same Virginia data center, so your bots run a few hops from their IPs.
Pricing: the cheapest pricing in the market across the board, with every tier published on the pricing page. No sales call stands between you and the lowest rate, and the $4.99 trial lets you test on the same network you'll use in production.
Best for: everything a proxy is used for. Sneaker and ticket checkouts on Nike and Ticketmaster, Amazon and marketplace accounts, multi-accounting with anti-detect browsers, social media on Instagram and TikTok, web scraping, ad verification, SEO and rank tracking and AI agents.

2. Oxylabs
Oxylabs is a large enterprise data platform with ISP, residential and mobile proxies plus scraping APIs. Its ISP proxies page lists per-IP tiers from $1.50 down to $1.10 at 2,270+ IPs. Residential pricing runs from $6/GB down to $2.50/GB at 1,000+ GB on plans from $30/month, and its mobile proxies go from $7.50/GB to $3.50/GB at 714+ GB.
Where it falls short: the ISP page states those IPs are "shared with up to 3 users," and its fair-use policy cuts an IP from 100 concurrent sessions to 10 once it reaches 50 GB in a billing cycle. Residential and mobile run on monthly plans, and every published floor sits well above CleanProxies' rates. See CleanProxies vs Oxylabs.
3. Bright Data
Bright Data is the broadest catalog in the market: proxies, scraping APIs, datasets and browser tools. Its ISP pricing shows per-IP ladders from $1.80 to $1.30 and from $3.50 to $2.50. Residential runs from $8/GB pay-as-you-go down to $5/GB on a $1,999/month plan, and the mobile page advertises 7M+ mobile IPs.
Where it falls short: each ISP IP includes a 100 GB monthly fair-usage allowance, with extra usage potentially billed. Mobile per-GB tables aren't clearly labelled, and a KYC check is required before using mobile IPs. You're paying for a platform when most teams just need clean, fast IPs. See CleanProxies vs Bright Data.
4. Decodo (formerly Smartproxy)
Decodo sells dedicated and shared ISP IPs, residential, mobile and scraping APIs. Its ISP pricing lists dedicated IPs from $3.33 each on a 3-IP plan down to $2.00 at 2,000 IPs. Residential goes from $3.75/GB to $2.00/GB, and mobile from $3.75/GB to $2.25/GB, shown with a promotional discount when we checked.
Where it falls short: prices exclude VAT, residential and mobile are monthly subscriptions, and even its 2,000-IP dedicated rate is more than double CleanProxies' ISP floor. See CleanProxies vs Decodo.
5. SOAX
SOAX focuses on residential and mobile traffic with ISP and ASN targeting. Its pricing page charges the same per-GB rate for residential and mobile: US traffic costs $5.00/GB on Sandbox, $3.00 on Builder, $2.20 on Team, $1.50 on Scale and from $0.85 on its $3,000-a-month Enterprise plan.
Where it falls short: you need a $3,000 monthly commitment to reach its lowest US rate, and that rate is still above CleanProxies' $0.63 residential and $0.79 mobile floors. Credits on monthly plans expire after 60 days, there's no free trial, and static ISP proxies aren't part of its pricing table. See CleanProxies vs SOAX.
6. IPRoyal
IPRoyal covers ISP, residential, mobile and datacenter proxies. ISP pricing is billed by rental period: $2.70 per proxy for 30 days, $2.40 on a 90-day term. Residential starts at $7.00/GB for 1 GB and reaches $1.75/GB only on custom plans from 10 TB, with nothing published in between. Mobile runs $6.80/GB to $5.20/GB.
Where it falls short: its cheapest monthly ISP rate needs a 90-day commitment, ISP bandwidth is "fair usage protection" rather than unlimited, and its lowest mobile rate is more than six times CleanProxies'. See CleanProxies vs IPRoyal.
7. Webshare
Webshare is known for self-serve datacenter plans and a free tier. Its static residential proxies are priced per proxy, and residential runs from $3.50/GB at 1 GB down to $1.40/GB at 3,000 GB on monthly plans.
Where it falls short: static plans start with 250 GB of bandwidth, so 100 IPs share 2.5 GB each per month, and speeds are quoted "up to 1 Gbps." Residential data is on monthly plans. See CleanProxies vs Webshare and our roundup of Webshare alternatives.
8. Rayobyte
Rayobyte sells residential, ISP and datacenter proxies. Its residential page lists $3.50/GB for 1–49 GB, falling to $0.70/GB only at 1,000–4,999 GB, with ZIP and ASN targeting.
Where it falls short: you need a four-figure GB purchase to reach its floor, which is still above CleanProxies' $0.63. Its static ISP IPs start at $4.60 each at volume, about six times CleanProxies' ISP floor, and the residential page doesn't say whether data expires. See our Rayobyte alternatives page.
What the numbers mean in practice
Price per IP compounds every month. At 1,000 ISP IPs, the gap between CleanProxies' published volume pricing and a $2.00-per-IP competitor is over $1,000 a month. At 10,000 IPs, CleanProxies costs $7,500 a month at $0.75/IP; the same count at $2.00 is $20,000.
| Monthly volume | CleanProxies | At $2.00 | At $2.50 | At $5.20 |
|---|---|---|---|---|
| 10,000 ISP IPs | $7,500 ($0.75/IP) | $20,000 | $25,000 | n/a |
| 10,000 GB residential | $6,300 ($0.63/GB) | $20,000 | $25,000 | $52,000 |
| 10,000 GB mobile | $7,900 ($0.79/GB) | $20,000 | $25,000 | $52,000 |
CleanProxies is priced at its published top tiers; the other columns apply competitor rates listed above to the same volume.
Bandwidth clauses decide the real bill. A 100 GB-per-IP allowance is fine for one login and far too little for image-heavy crawling. Oxylabs' step-down after 50 GB cuts concurrency by 90% for the rest of the cycle. CleanProxies ISP proxies have no meter at all, so a busy month costs the same as a quiet one.
Expiring data is a hidden multiplier. Buy 100 GB on a monthly plan, use 60, and you've paid for 40 GB of nothing. CleanProxies residential and mobile GB never expire, so you can buy a bigger tier at a lower rate and use it over months.
Shared IPs inherit other people's problems. An IP shared with up to 3 users can pick up flags from traffic you never sent. A 100% dedicated, 0 fraud score IP starts clean and stays yours.
Use the right type for each job. Most teams overspend by forcing one proxy type to do everything. Wide scraping belongs on rotating residential, logins and heavy repeat fetches on dedicated ISP IPs, and mobile-first apps on 4G/5G. One CleanProxies balance covers all three. Run your own numbers with the proxy cost calculator.
Key stats behind the ranking
Bots are already the majority of web traffic. Imperva's 2025 Bad Bot Report found automated traffic made up 51% of all web traffic in 2024, and Thales' 2026 report puts it at 53% in 2025, with bad bots at 40%. Sites now score every IP before anything else, so IP quality is the first filter.
Residential IPs are on the front line. 21% of bot attacks used ISP-provided residential proxies, according to Imperva's research (Thales summary), which is why pool hygiene matters.
Mobile is mainstream traffic. 43% of web requests came from mobile devices in 2025, per Cloudflare's 2025 Year in Review, so carrier IPs blend into normal traffic.
Badly sourced pools disappear. In January 2026 Google disrupted the IPIDEA residential proxy network after finding its SDKs in more than 600 Android apps. A provider's sourcing is part of its reliability.
Pages are heavy. The median mobile home page weighs 2.56 MB (HTTP Archive Web Almanac 2025), so 1,000 full page loads use about 2.5 GB. Per-GB rates matter, and so does blocking images and video.
IPv4 is scarce. A /24 block traded at roughly $25–35 per IP in 2026 (IPv4.Center). CleanProxies rents you dedicated carrier IPs as low as $0.75 per IP per month.
Which proxy provider should you pick?
Pick CleanProxies. It's the cheapest provider in this ranking on every product, the only one combining 100% dedicated, unlimited-bandwidth US ISP proxies with non-expiring residential and mobile data, and the network is built for speed: 100Gbps ports, under 20 ms average latency, 99.9% uptime.
Match the product to the job:
| Your job | Best CleanProxies product | Why |
|---|---|---|
| Sneaker, ticket and retail checkouts | US ISP proxies | Static Tier-1 carrier IP, <20 ms latency, 100Gbps |
| E-commerce, ad and social accounts | US ISP proxies | One dedicated, never-shared IP per account |
| Whitelisted ranges, large static fleets | ISP subnet proxies | Full /24 blocks from $1.19/IP |
| Wide scraping, SERP and price monitoring | Rotating residential | 50M+ IPs, city targeting, from $0.63/GB |
| Instagram, TikTok, mobile ad verification | Mobile 4G/5G | Real carrier IPs, from $0.79/GB |
| Heavy repeat fetches of the same URLs | US ISP proxies | Flat per-IP price, no GB meter |

What to test before you commit
Whichever provider you evaluate, run these checks in the first hour:
Look up the ASN. Paste a sample IP into the free proxy checker or IP lookup. An ISP proxy should show a named consumer carrier, not a hosting company.
Check reputation. Run the IP through the IP blacklist checker. A fresh IP should be clean.
Check for leaks with the WebRTC leak test if you use a browser.
Measure success rate on your real target, not a speed-test site. Send a fixed number of requests and count clean responses.
Read the bandwidth and expiry clauses and estimate your monthly GB per IP. Any allowance, step-down or monthly reset is a future bill.
Start with the $4.99 trial. The CleanProxies trial gives you 5 US ISP proxies for 1 hour, or 100 MB of residential or mobile data, on the same network you'll use in production.
Setting up? Our guide to using proxies with Python, Playwright and Puppeteer and the integrations library cover every common tool, and common proxy mistakes that cause bans covers the rest.
