How to Choose a Proxy Provider: 12-Point Checklist for 2026

Team CleanProxies
10 Min Read

Most bad proxy purchases don't fail on price. They fail on fine print. A plan that looked cheap turns out to share every IP with strangers. "Unlimited" bandwidth has a threshold. Data you paid for expires at the end of the month. The "residential" IPs resolve to a hosting company. By the time you find out, your accounts are flagged or your scraper has burned a week of budget on CAPTCHA pages.

This checklist covers the twelve things to check before you buy, the red flags for each, and the questions to ask. For every point we show how CleanProxies answers it, and where competitors' own pages reveal a catch. Competitor examples quote their public pages as of October 2026.

TL;DR

  • Pick the proxy type first, then judge providers on twelve points: IP origin, exclusivity, bandwidth rules, true cost, network, locations, session control, protocols, sourcing, trial and replacements, restrictions, and support.

  • The biggest risks are fine print: shared IPs, fair-use caps, expiring data and hosting ranges sold as "residential."

  • CleanProxies passes every check. It specializes in US ISP proxies on Tier-1 carriers (Cox, Spectrum, Frontier, Verizon, Comcast, RCN, AT&T and T-Mobile), 100% dedicated with 0 fraud score, unlimited bandwidth and threads, 100Gbps ports, under 20 ms average latency, 99.9% uptime and 24/7 support, at the cheapest pricing in the market from $0.75/IP.

What ISP proxies are, and why carrier IPs matter

An ISP proxy is a static IPv4 address registered to a consumer internet provider but hosted on server hardware. When a site looks it up, it sees the ASN of a home-broadband carrier like Comcast or Verizon, not a cloud host, so the request starts trusted. You keep the address as long as you rent it, at server speed. That's why ISP proxies are the default for account management, checkouts and long sessions, and why the carrier behind the IP is the first thing to check.

CleanProxies at a glance

CleanProxies sells what it calls the cleanest ISP proxies on the internet, and its specialty is US ISP. Every ISP proxy is a real USA IP on Cox, Spectrum, Frontier, Verizon, Comcast or RCN, plus AT&T and T-Mobile, 100% dedicated, with a 0 fraud score, unlimited bandwidth and threads, on 100Gbps ports in Ashburn, Virginia with under 20 ms average latency and 99.9% uptime. Prices go as low as $0.75/IP, the cheapest in the market. The same account sells /24 ISP subnets from $1.19/IP, rotating residential as low as $0.63/GB, mobile as low as $0.79/GB, and VPS and bare-metal servers next to the proxies. It's built by the same team that runs BartProxies.

1. Match the proxy type to the job

  • ISP (static residential): one stable, trusted IP for hours, days or months. Best for accounts, checkouts, multi-accounting and long sessions.

  • Rotating residential: a fresh home IP per request or session. Best for web scraping, price aggregation and SEO monitoring.

  • Mobile (4G/5G): the highest trust, for mobile-first platforms and strict targets.

  • Datacenter: hosting-company IPs, only for targets that don't fight automation.

CleanProxies: ISP, subnets, residential and mobile from one balance, so you never force one type to do another's job. Read ISP vs Residential vs Datacenter Proxies if you're unsure.

2. Check who really owns the IPs

Sites decide how much to trust an IP from the network (ASN) that announces it. A US ISP proxy should resolve to a consumer carrier such as Comcast, Spectrum or Verizon, not a cloud host. Test a sample with a proxy checker or a whois lookup before you scale.

CleanProxies: US ISP proxies on named Tier-1 carrier ASNs: Cox, Spectrum, Frontier, Verizon, Comcast, RCN, AT&T and T-Mobile.

3. Dedicated or shared?

Shared IPs are cheaper because you inherit everyone else's behaviour. Oxylabs, for example, notes that its standard ISP proxies are "shared with up to 3 users" and sells dedicated ISP separately.

CleanProxies: ISP and subnet IPs are 100% dedicated and never shared.

4. Read the bandwidth clause, not the headline

"Unlimited" means different things:

A scraper loading full pages (the median home page is 2.56 MB on mobile) can blow through an allowance quickly.

CleanProxies: unlimited bandwidth and threads on ISP and subnets, with no allowance, step-down or overage.

5. Work out the true cost

  • Does unused data expire? Monthly resets waste GB in quiet months.

  • Is VAT extra? Several providers list prices "+ VAT."

  • What's the minimum plan? Some ISP plans start at 10 or 50 IPs.

  • Do you need a subscription to reach the advertised rate?

CleanProxies: the cheapest pricing in the market, published to 10,000 IPs or GB: ISP as low as $0.75/IP, residential as low as $0.63/GB, mobile as low as $0.79/GB. Residential and mobile GB never expire. See our proxy pricing guide.

6. Network and performance

Check port capacity, latency and uptime commitments, and where the proxies are hosted relative to your servers and targets.

CleanProxies: 100Gbps ports in Ashburn, Virginia, under 20 ms average latency and 99.9% uptime, with servers in the same data center.

7. IP cleanliness

A fresh, clean IP passes checks that a recycled one fails. Ask whether IPs are screened before delivery.

CleanProxies: 0 fraud score IPs, screened before they reach you, from fresh ISP inventory across hundreds of unique subnets.

8. Locations and targeting

List the states and cities your targets care about. Prices, search results and stock change by city on Google Search, Google Maps and Zillow.

CleanProxies: US ISP on Tier-1 carriers; residential and mobile in 190+ countries with state and city targeting, including 19.7 million US residential IPs.

9. Session control

Per-request rotation for crawling, sticky sessions for carts and logins, static IPs for anything that lasts days. See rotating vs sticky sessions.

CleanProxies: sticky residential sessions up to 90 minutes, and dedicated static ISP IPs for anything longer.

10. Protocols and authentication

Most tools need HTTP(S); some work better over SOCKS5, and a few need UDP. Username/password is portable; IP whitelisting keeps credentials out of scripts. See SOCKS5 vs HTTP proxies.

CleanProxies: HTTP(S) and SOCKS5 on every product, UDP on ISP proxies, and both auth methods.

11. Trial, refunds and replacements

Decodo lists a 14-day money-back option with usage conditions. HypeProxies allows refund requests within 3 days for eligible reasons. Webshare allows refunds within 2 days under 1 GB of usage. Byteful's static page says it does "not offer in-term proxy replacements."

CleanProxies: a $4.99 trial (5 ISP proxies for 1 hour, or 100 MB of residential or mobile data), and free IP replacements if an address is blocked or unusable.

12. Sourcing, restrictions and support

Sourcing became a frontline issue in 2026. In January, Google's Threat Intelligence Group disrupted the IPIDEA network, finding proxy SDKs in over 600 Android apps and over 550 threat groups using the network in one week. In July it reported action against a second network of at least 2 million devices. When a pool can vanish overnight, your pipeline goes with it.

Restrictions: some providers block categories such as banking, streaming or ticketing, or require KYC. Oxylabs lists several on its residential pricing page.

Support: is there a real person 24/7?

CleanProxies: ISP IPs on named US carrier ASNs, and 24/7 dedicated support at help@cleanproxies.com from the team behind BartProxies, plus free tools like the proxy list formatter and what-is-my-IP checker.

What the numbers mean in practice

  • 51% of web traffic in 2024 was automated and 37% was malicious bots (Imperva 2025 Bad Bot Report). Detection keeps tightening, so carrier ownership and clean history are worth more every year.

  • "Over 92%" of cellular networks use carrier-grade NAT (Richter et al.), which is why mobile IPs are so hard to block.

  • IPv4 /24 blocks cost about $25–35 per IP in 2026 (IPv4.Center). Dedicated carrier IPs at $0.75/IP are exceptional value; "dedicated" IPs far below market deserve a closer look at sharing and bandwidth terms.

  • A 50 GB fair-use threshold at 2.56 MB per page is roughly 20,000 page loads per IP per cycle. Heavy jobs cross that in days.

Five questions to ask any provider

Before you pay, send these to sales or support and compare the answers:

  1. "Which carrier ASNs are your US ISP IPs announced from?"

  2. "Is each ISP IP dedicated to one customer, or shared?"

  3. "Is there any bandwidth allowance, fair-use threshold or session limit on ISP proxies?"

  4. "What happens if an IP gets blocked mid-term?"

  5. "Do unused GB on residential and mobile expire?"

CleanProxies' answers are short: named Tier-1 US carriers, 100% dedicated, no caps, free replacements, never expires.

Which provider should you pick?

Pick CleanProxies. It's the provider that ticks every box on this list: named Tier-1 US carriers, 100% dedicated IPs with 0 fraud score, unlimited bandwidth and threads, 100Gbps ports with under 20 ms average latency, data that never expires, free replacements, 24/7 support, and the cheapest pricing in the market. Frequently Asked Questions

Start with the right proxy type, then check who owns the IPs, whether they're dedicated, the bandwidth clause, the true cost after expiry and VAT, network speed and uptime, locations, session control, protocols, sourcing, replacements and support. CleanProxies passes all twelve: Tier-1 US carrier ISP IPs, 100% dedicated, unlimited bandwidth, 100Gbps ports and the cheapest pricing in the market from $0.75/IP.

Run a sample through a proxy checker or a whois lookup and look at the ASN and ISP name. A genuine US ISP proxy resolves to a consumer carrier such as Cox, Spectrum, Frontier, Verizon, Comcast or RCN, not a cloud or hosting company.

For logins, checkouts and account management, yes. A shared IP inherits other customers' behaviour. CleanProxies ISP proxies are 100% dedicated and never shared, and they still cost as little as $0.75/IP.

Usually that bandwidth is unlimited until you cross a threshold the provider sets, after which speed, sessions or price change. Examples include a 100 GB per-IP allowance or a session step-down after 50 GB. CleanProxies ISP proxies have unlimited bandwidth and threads with no such threshold.

Badly sourced pools can be taken down overnight. In 2026 Google disrupted two large residential proxy networks, one of them found in over 600 Android apps. If the pool disappears, your pipeline goes with it, and its IPs may already be flagged.

Buy a small trial, check the ASN and location of a sample, measure success rate and latency on your real target at real concurrency, and read the bandwidth and replacement terms. CleanProxies' $4.99 trial gives you 5 US ISP proxies for 1 hour, or 100 MB of residential or mobile data.
