CleanProxies vs IPRoyal: ISP, Residential and Mobile Proxies Compared (2026)
IPRoyal is one of the most recognisable budget-friendly names in proxies, with ISP, residential, mobile and datacenter products under one roof. For small, short tests it's easy to get started. But teams that run real US workloads on static IPs, or move serious volumes of residential and mobile data, quickly hit the limits of its pricing model: monthly ISP rates that start at $2.70 per proxy, bandwidth described as "fair usage," and residential rates that stay above $5/GB until you reach custom terabyte deals.
This comparison lines up CleanProxies and IPRoyal on what decides cost and results for US proxy buyers: carriers, speed, IP quality, bandwidth rules and price. IPRoyal's figures come from its own ISP pricing, ISP product, residential pricing and mobile pricing pages, checked in October 2026.
TL;DR
CleanProxies wins on US ISP proxies. Real Tier-1 carrier IPs (Cox, Spectrum, Frontier, Verizon, Comcast, RCN, AT&T and T-Mobile), 100% dedicated, 0 fraud score, on 100Gbps ports with under 20 ms average latency and 99.9% uptime.
CleanProxies wins on price. The cheapest pricing in the market: ISP as low as $0.75/IP vs IPRoyal's $2.70 (30 days), residential as low as $0.63/GB vs $1.75 (from 10 TB), mobile as low as $0.79/GB vs $5.20.
CleanProxies wins on terms. Truly unlimited ISP bandwidth and threads, published volume tiers from 5 GB to 10,000 GB, /24 subnets, and servers next to the proxies.

What ISP proxies are, and why carrier IPs matter
An ISP proxy is a static IPv4 address registered to a consumer internet provider and hosted on server hardware. Sites look up its ASN, see a home-broadband carrier such as Comcast or Verizon, and treat it like a real customer. You keep the same address as long as you rent it, at server speed.
Two providers can both sell "dedicated ISP proxies" and deliver very different results. What separates them is which carriers stand behind the IPs, how clean those IPs are on the day you get them, whether bandwidth is truly unlimited, and how fast the network is. Those are the rows where CleanProxies pulls ahead.
CleanProxies: the US ISP proxy specialist
CleanProxies sells what it calls the cleanest ISP proxies on the internet, and US ISP is its specialty. Every ISP proxy is a real USA IP on a Tier-1 carrier ASN: Cox, Spectrum, Frontier, Verizon, Comcast and RCN, plus AT&T and T-Mobile. The network runs on 100Gbps ports from Ashburn, Virginia, with under 20 ms average latency and 99.9% uptime, from the same team that runs BartProxies.
ISP proxies:
0 fraud score IPs, screened before delivery.
100% dedicated, never shared, and yours for as long as you renew.
Truly unlimited bandwidth and threads, with no fair-use clause and no overage.
HTTP(S) and SOCKS5, with UDP for compatible applications.
Free replacements if an IP is blocked or unusable.
Published pricing to 10,000 IPs, as low as $0.75/IP, with instant delivery.
ISP subnets: dedicated /24 blocks of 255, 510 or 1,020 IPs, from $1.19/IP.
Rotating residential: 50M+ IPs in 190+ countries, 19.7 million of them in the US, with city and state targeting, rotation per request or session, sticky sessions up to 90 minutes and GB that never expire. As low as $0.63/GB, with 11 published tiers from 5 GB to 10,000 GB.
Mobile: 10M+ real 4G/5G IPs on carriers including AT&T, T-Mobile and Verizon, rotating or sticky per request, GB that never expire. As low as $0.79/GB.
Servers: VPS from $24/month and bare metal from $125/month, in the same data center as the proxies.
Support: 24/7 dedicated support at help@cleanproxies.com.
IPRoyal: what it sells, and where it falls short
ISP proxies. IPRoyal prices ISP proxies by rental period: $1.80 per proxy for 24 hours, $2.70 for 30 days, $2.55 for 60 days and $2.40 for 90 days, all "starting from." Its product page says "every ISP proxy belongs only to you," lists locations in more than 30 countries, and supports HTTP(S) and SOCKS5.
Where it falls short:
Price. Even on a 90-day commitment, $2.40 per proxy is more than three times CleanProxies' $0.75 floor.
No published volume discounts. The pricing page asks larger buyers to contact sales.
Bandwidth isn't unlimited. It's "included traffic and fair usage protection."
No named US carriers, latency, uptime or fraud-score figures on the pages we checked.
Residential. Subscription prices are $7.00/GB (1 GB), $5.95 (2 GB) and $5.25 (10 GB), with pay-as-you-go at $7.35, $6.25 and $5.51. Then nothing is published until custom pricing of $1.75/GB from 10 TB. It advertises 64M+ IPs in 195+ countries and never-expiring traffic.
Where it falls short: between 10 GB and 10 TB there's no published price at all. A team using 250 GB or 2,500 GB a month can't see its rate without a sales conversation, and the listed small-plan rates are many times CleanProxies' published floor.
Mobile. Per-GB plans at $6.80 (2 GB), $6.00 (10 GB), $5.60 (50 GB) and $5.20 (100 GB), or time-based plans from $10.11 per day or $130 per 30 days.
Where it falls short: the lowest per-GB mobile rate, $5.20, is more than six times CleanProxies' floor of $0.79/GB, on a smaller advertised pool.
Why "fair usage" matters on a static IP
Static ISP proxies are often bought for light work like logins and dashboards, but most teams end up pushing far more through them: product-page monitoring, image-heavy crawls, API polling and headless browsers that load every asset. The median home page weighs 2.56 MB on mobile and 2.86 MB on desktop, according to the HTTP Archive Web Almanac 2025. A static IP that loads a few thousand full pages a day moves tens of GB a month on its own.
That's exactly where "included traffic" and "fair usage" language starts to matter, because the provider decides when you've crossed the line. CleanProxies takes the question off the table. Every ISP and subnet proxy has unlimited bandwidth and unlimited threads, with no data caps and no overage charges, so you can move work onto static IPs without watching a meter.
What the numbers mean in practice
| Lowest published price | CleanProxies | IPRoyal | CleanProxies saving |
|---|---|---|---|
| ISP proxies (monthly) | $0.75/IP | $2.40/IP (90-day term) | 69% less |
| Rotating residential | $0.63/GB | $1.75/GB (from 10 TB) | 64% less |
| Mobile | $0.79/GB | $5.20/GB | 85% less |
Unlimited means you stop counting. With "fair usage protection," every heavy month is a question mark. With CleanProxies ISP proxies, an IP that moves 1 GB and an IP that moves 2 TB cost the same.
Published tiers mean you can plan. CleanProxies publishes prices from 5 GB up to 10,000 GB and from 5 IPs to 10,000 IPs, so a growing team sees its next rate before it gets there, down to $0.75/IP, $0.63/GB and $0.79/GB. Because residential and mobile GB never expire, you can buy a bigger tier at a lower rate and use it over several months.
Rental length isn't a discount strategy. IPRoyal's lowest ISP rate requires a 90-day term. CleanProxies' lowest rates come from volume, billed monthly, so you're never committed beyond one cycle.
Key stats:
Cellular networks almost all use carrier-grade NAT. A peer-reviewed study found CGN use "over 92%" in cellular networks, against 13.3% of non-cellular networks (Richter et al., IMC 2016). Many real users share each mobile IP, so blocking one would block real customers. That's why mobile proxies are so effective, and why paying $0.79/GB instead of $5.20 matters.
Bots are the majority of traffic. Imperva's 2025 Bad Bot Report found automated traffic was 51% of web traffic in 2024, with bad bots at 37%. Sites score IPs harder every year, so carrier ownership and a clean history pay off.

What to test before you commit
Check the carrier behind a sample of IPs with our free proxy checker. It should be a named US consumer ISP.
Measure success rate and latency on your real target, at the concurrency you plan to run.
Estimate your monthly GB per static IP and compare it against any fair-use language.
Price your real volume, not the smallest plan. Ask for the rate at 250 GB or 1,000 IPs if it isn't published.
Replace multi-day residential sessions with ISP IPs. A dedicated ISP proxy gives you a permanent IP with unlimited bandwidth instead of a long sticky session.
Start with the $4.99 trial. The CleanProxies trial gives you 5 US ISP proxies for 1 hour, or 100 MB of residential or mobile data, on the same IPs you'll use in production. Both providers support HTTP(S) and SOCKS5, and our proxy list formatter converts lists into your tool's format.
