Best ISP Proxy Providers in 2026: 8 Options Compared
Every ISP proxy provider says its IPs are clean, fast and trusted. Then you plug them into a checkout bot, a Seller Central login or a scraper, and the cracks show up: CAPTCHAs on the first request, an IP that turns out to be shared with three strangers, or a "fair use" clause that throttles you halfway through the month. With bots now making up more than half of all web traffic, sites score every IP before they look at anything else, and the gap between a good ISP proxy and an average one is the gap between a job that runs and one that doesn't.
We compared eight ISP proxy providers on the things that decide that outcome: which carriers the IPs come from, network speed and latency, uptime, fraud score, bandwidth rules, exclusivity and price. Every competitor figure comes from that provider's own public pages, checked in October 2026 and linked below.
TL;DR
CleanProxies is the best ISP proxy provider in 2026. It specializes in US ISP proxies on real Tier-1 carrier ASNs (Cox, Spectrum, Frontier, Verizon, Comcast and RCN, plus AT&T and T-Mobile), and it wins on every metric that matters: 100Gbps ports, under 20 ms average latency, 99.9% uptime, 0 fraud score IPs, unlimited bandwidth and threads, and 100% dedicated IPs that are never shared.
It's also the cheapest: the cheapest pricing in the market, as low as $0.75/IP, against listed floors of $1.10 to $2.75 per IP elsewhere.
The others trade something away. Oxylabs shares ISP IPs with up to 3 users, Bright Data and Webshare meter bandwidth, Byteful won't replace burned static IPs, and HypeProxies sells fixed bundles on a 10 Gbps network.

What ISP proxies are, and why carrier IPs matter
An ISP proxy (also called a static residential proxy) is an IPv4 address registered to a consumer internet provider such as Comcast, Spectrum or Verizon, but hosted on server hardware in a data center. When a website looks up the IP, it sees the autonomous system (ASN) of a home-broadband carrier, not a cloud company. You get the trust of a residential address with the speed and stability of a server, and the address never changes.
That ASN lookup is the whole game. Anti-bot systems classify every IP by the network that announces it. Ranges owned by AWS, Google Cloud or budget hosts start with a low trust score, because that's where most automation comes from. Ranges owned by Tier-1 consumer carriers start high, because that's where real shoppers, fans and account holders live. So the questions that matter when you buy ISP proxies are:
Which carriers are behind the IPs? Named US carriers beat an unnamed "residential ISP."
Is the IP yours alone? Shared IPs inherit other people's bans.
How clean is it on day one? A fresh IP with a 0 fraud score passes checks a recycled one fails.
How fast is the network? Checkouts and drops are decided in milliseconds.

1. CleanProxies: the best US ISP proxies, at the cheapest price in the market
CleanProxies was built to sell the cleanest ISP proxies on the internet, and US ISP proxies are what it specializes in. Every ISP proxy is a real USA IP on a Tier-1 carrier ASN: Cox, Spectrum, Frontier, Verizon, Comcast and RCN, plus AT&T and T-Mobile. The network runs from Ashburn, Virginia, one of the densest interconnection hubs in the world, on 100Gbps ports, with under 20 ms average latency and 99.9% uptime. It's run by the same team behind BartProxies.
What you get on every ISP proxy:
0 fraud score IPs. Each IP is screened for reputation before it reaches you, so you start clean instead of inheriting someone else's history.
100% dedicated, never shared. Your IP serves you alone for as long as you renew.
Unlimited bandwidth and threads. No GB allowance, no fair-use step-down, no overage charges.
100Gbps ports and under 20 ms average latency, so checkouts, logins and headless browsers respond instantly.
HTTP(S) and SOCKS5, with UDP support for compatible applications.
Free IP replacements if an address is ever blocked or unusable.
Instant delivery and 24/7 dedicated support at help@cleanproxies.com.
A 1M+ static IP pool, so large orders don't run dry.
Pricing: the cheapest pricing in the market, as low as $0.75/IP, billed monthly, with every tier published on the pricing page. There's no sales call between you and the lowest rate.
Need a whole range? ISP Subnet Proxies give you a full /24 (255 IPs), 510 or 1,020 dedicated IPs from $1.19/IP, ideal when a partner or target whitelists by range. Read what ISP subnet proxies are for when a block makes sense.
Everything else in one account: rotating residential with 50M+ IPs as low as $0.63/GB, real 4G/5G mobile with 10M+ IPs as low as $0.79/GB, and VPS (from $24/month) and bare-metal servers (from $125/month) in the same Virginia data center as the proxies, so your bot sits a few hops from its IPs.
Best for: sneaker and ticket checkouts, e-commerce and marketplace accounts, social media management, ad verification and high-bandwidth scraping on US targets. In short, everything an ISP proxy is used for.

2. Oxylabs
The Oxylabs ISP proxies page lists per-IP tiers from $1.50 down to $1.10 at 2,270+ IPs, across 25+ locations.
Where it falls short: the page states that these ISP proxies are "shared with up to 3 users." Its fair-use policy allows 100 concurrent sessions per IP until an IP reaches 50 GB in a billing cycle, then cuts it to 10 sessions for the rest of the cycle. A separate Dedicated ISP product exists, but the page doesn't list a price. If you hold logins or run high-volume jobs, both limits bite, and you still pay more per IP than at CleanProxies.
3. Bright Data
Bright Data's ISP proxy pricing shows two unlabelled per-IP ladders: $1.80 to $1.30, and $3.50 to $2.50 (the tab order suggests the second is dedicated). Per-GB plans run from $8/GB pay-as-you-go down to $5/GB on a $1,999/month tier.
Where it falls short: each IP includes a 100 GB monthly fair-usage allowance, and the page says usage beyond it may cost extra. Bright Data is a broad data platform rather than an ISP specialist, so you're paying for a catalog of tools when what you need is a clean, fast US IP. See CleanProxies vs Bright Data for the full breakdown.
4. HypeProxies
HypeProxies' pricing has three standard ISP plans: 50 IPs for $65/month, 100 IPs for $125 and a 254-IP subnet for $300. IPs are in Ashburn, VA or Dallas, TX.
Where it falls short: fixed bundles, so you buy 50, 100 or 254 IPs whether you need them or not, with custom pricing above that. The network is described as 10 Gbps, a tenth of CleanProxies' port speed, and unlimited bandwidth is subject to its Acceptable Use Policy. Its pricing page doesn't list rotating residential or mobile proxies. The refund policy allows requests within 3 days for eligible reasons. See CleanProxies vs HypeProxies.
5. Decodo
Decodo (formerly Smartproxy) sells dedicated ISP IPs, shared IPs billed per IP and shared IPs billed per GB. Its ISP pricing page lists dedicated IPs from $3.33 each on a 3-IP plan, falling to $2.00 each at 2,000 IPs, plus VAT.
Where it falls short: even at 2,000 IPs, Decodo's dedicated price is more than double CleanProxies' floor, and prices exclude VAT. Port speed and uptime aren't listed on its pricing pages. See CleanProxies vs Decodo.
6. IPRoyal
IPRoyal's ISP pricing is billed by rental period: $1.80 per proxy for 24 hours, $2.70 for 30 days, $2.55 for 60 days and $2.40 for 90 days, all "starting from." Its ISP product page says each proxy is dedicated.
Where it falls short: bandwidth is "included traffic and fair usage protection" rather than unlimited, the pricing page doesn't list quantity discounts, and the cheapest monthly rate requires a 90-day commitment. See CleanProxies vs IPRoyal.
7. Webshare
Webshare's static residential proxies are priced per proxy, with HTTP and SOCKS5 and 500 to 3,000 threads.
Where it falls short: plans start with 250 GB of bandwidth, and unlimited is only available under a fair-usage policy. Spread across 100 IPs, that's 2.5 GB per IP per month. Speeds are quoted "up to 1 Gbps." Refunds are possible within 2 days if usage is under 1 GB. See CleanProxies vs Webshare.
8. Byteful
Byteful's static residential page lists 10 IPs at $3.00 each, 25 at $2.85 and 100 at $2.75, with custom pricing above that, and bandwidth that's unlimited under a fair-usage policy.
Where it falls short: the same page says it does "not offer in-term proxy replacements for Static Proxies" except in rare force-majeure cases. If a target burns one of your IPs, you're stuck with it until renewal. See CleanProxies vs Byteful.
What the numbers mean in practice
Price per IP compounds fast. At 1,000 IPs, the gap between CleanProxies' published volume pricing and a $2.00-per-IP competitor is over $1,000 a month, every month. At 10,000 IPs, CleanProxies costs $7,500 a month at $0.75/IP; the same count at $2.00 would be $20,000.
Bandwidth clauses decide your real bill. A 100 GB-per-IP allowance is fine for a login and far too little for image-heavy crawling. Oxylabs' step-down after 50 GB cuts concurrency by 90% for the rest of the cycle. CleanProxies has no meter at all, so a busy month costs the same as a quiet one.
Speed is money on drops and checkouts. A 100Gbps port with under 20 ms average latency means your requests reach the target before slower setups finish their handshake. On a 10 Gbps or "up to 1 Gbps" network, many threads sharing a subnet start queuing.
Exclusivity protects your accounts. An IP shared with up to 3 users can pick up flags from traffic you never sent. A 100% dedicated, 0 fraud score IP starts clean and stays yours.
Key stats behind the ranking:
Half the web is bots. Imperva's 2025 Bad Bot Report found automated traffic made up 51% of all web traffic in 2024, and malicious bots 37%. Sites respond by scoring every IP, and hosting ranges score worst.
AI crawlers keep raising the bar. Cloudflare's 2025 Year in Review reports that AI bots averaged 4.2% of HTML requests in 2025, giving anti-bot vendors even more reason to tighten IP checks.
IPv4 is expensive. A /24 block traded at roughly $25–35 per IP in 2026, according to IPv4.Center. CleanProxies rents you dedicated carrier IPs as low as $0.75 per IP per month.
Which one should you pick?
Pick CleanProxies if you want the fastest, cleanest US ISP proxies at the lowest price. That covers almost every ISP proxy buyer:
Sneaker, ticket and retail checkouts on Nike, Ticketmaster or StubHub, where speed and a clean US carrier IP decide the result.
Account management for e-commerce, ads and social media, where every account needs its own dedicated, never-shared IP.
High-bandwidth scraping from fixed IPs, where unlimited bandwidth beats any per-GB or fair-use plan.
Large orders, where published pricing down to $0.75/IP and a 1M+ static pool mean you can scale without a sales call.
Whole ranges, where a dedicated /24 ISP subnet is easy to whitelist.
The other providers each make you trade something away: sharing, a bandwidth meter, fixed bundles, slower ports or no replacements. CleanProxies doesn't.
What to test before you commit
Whichever provider you're evaluating, run these checks in the first hour:
Look up the ASN. Paste a sample into our free proxy checker. The ISP should be a named consumer carrier such as Comcast, Spectrum or Verizon, not a hosting company.
Check the fraud score and location. The IP should be clean and in the US location you paid for.
Measure latency and success rate on your real target, not on a speed-test site. Send a fixed number of requests and count clean responses.
Read the bandwidth clause and estimate your monthly GB per IP. Any allowance or step-down is a future bill.
Ask about replacements. Find out what happens when an IP gets blocked mid-term.
Start with the $4.99 trial. The CleanProxies trial gives you 5 US ISP proxies for 1 hour, on the same network you'll use in production. Run steps 1 to 4 on it and compare.
