Cheapest ISP Proxies in 2026: Price per IP Compared
Looking for the cheapest ISP proxies? CleanProxies has the cheapest pricing in the market for dedicated US ISP proxies: as low as $0.75/IP per month, with unlimited bandwidth, 0 fraud score IPs on Tier-1 US carrier ASNs and no shared addresses. Every other provider we checked lists a higher floor for a dedicated ISP IP, or reaches a lower headline number only by sharing the IP, capping bandwidth or hiding the rate behind a sales call.
"Cheap" is the most abused word in proxy marketing. A $0.50 IP shared with two strangers, a $1.10 IP that drops to 10 sessions after 50 GB, or a plan that adds VAT and overage fees at checkout can all cost more than they look. This guide compares published per-IP prices from eight ISP proxy sellers, explains the hidden costs that change the real bill, and shows you how to verify a cheap ISP proxy before you buy in bulk. Every competitor figure comes from that provider's own pricing page, checked in October 2026 and linked below.
TL;DR
CleanProxies is the cheapest ISP proxy provider in 2026: as low as $0.75/IP, 100% dedicated, never shared, with unlimited bandwidth and threads, 100Gbps ports, under 20 ms average latency and 99.9% uptime.
Competitor dedicated floors start higher: Proxy-Seller from $0.98, Rayobyte enterprise from $0.95, Oxylabs $1.10 (shared with up to 3 users), HypeProxies about $1.18, Decodo $2.00 plus VAT, IPRoyal $2.40 on a 90-day term, Bright Data dedicated $2.50 and Byteful $2.75.
The lowest headline numbers on the market are for shared IPs. Once you price in sharing, bandwidth caps and step-downs, CleanProxies is the lowest total cost for anyone who needs clean, dedicated US IPs.

What makes an ISP proxy "cheap" (and what makes it expensive)
An ISP proxy, also called a static residential proxy, is an IPv4 address registered to a consumer internet provider such as Comcast, Spectrum or Verizon but hosted on server hardware in a data center. Websites see a home-broadband ASN, so the IP earns residential-level trust, while you get the speed and permanence of a server IP. If you need a refresher, read ISP vs residential vs datacenter proxies.
The sticker price per IP is only one of five numbers that decide what an ISP proxy really costs you:
Price per IP per month at your real volume. Many providers advertise a floor you only reach at thousands of IPs or through a sales contract.
Sharing. A "semi-dedicated" or shared IP carries other customers' traffic. If one of them burns it on your target, you pay for an IP you can't use.
Bandwidth rules. Per-IP GB allowances, fair-use step-downs and overage fees turn a flat monthly price into a meter.
Term and tax. A rate that needs a 90-day rental, or that excludes VAT, isn't the monthly price it looks like.
Replacements. If the provider won't replace a blocked IP mid-term, a cheap IP becomes dead weight until renewal.
The cheapest ISP proxy is the one that scores lowest across all five, not the one with the smallest number on the banner.
1. CleanProxies: the cheapest dedicated US ISP proxies
CleanProxies specializes in US ISP proxies, and it was built to sell the cleanest ISP IPs at the cheapest price in the market. Every ISP proxy is a real US IP on a Tier-1 carrier ASN, including Spectrum, Frontier, Comcast, AT&T, Cox and Verizon, served from Ashburn, Virginia on 100Gbps ports. It's run by the same team behind BartProxies.
Why it's the cheapest in practice, not just on paper:
As low as $0.75/IP. The lowest published price for a dedicated US ISP IP in this comparison, with every tier listed on the pricing page. No sales call, no hidden enterprise rate.
100% dedicated, never shared. Your IP serves only you for as long as you renew, so you never pay for someone else's bans.
Unlimited bandwidth and threads. No GB allowance, no fair-use step-down and no overage charges, so a heavy month costs the same as a quiet one.
0 fraud score IPs. Each IP is screened before delivery, so you start clean instead of inheriting history.
100Gbps ports, under 20 ms average latency and 99.9% uptime, so cheap never means slow.
HTTP(S) and SOCKS5, with UDP support for compatible applications.
Instant delivery, a 1M+ static IP pool and 24/7 dedicated support, so big orders don't stall.
Need a whole range? ISP subnet proxies give you a dedicated /24 (255 IPs), 510 or 1,020 IPs from $1.19/IP, ideal when a target or partner whitelists by range. See what ISP subnet proxies are.
Also in the same account: rotating residential proxies with 50M+ IPs in 190+ countries as low as $0.63/GB, and real 4G/5G mobile proxies with 10M+ IPs as low as $0.79/GB. Residential and mobile data never expires.

2. Rayobyte
Rayobyte's ISP page lists self-serve static ISP proxies from $5/IP at 5–99 IPs down to $4.60/IP at 1,000–4,999 IPs. An "enterprise from $0.95/IP" rate requires contacting sales, and its cheaper semi-dedicated product is shared by up to 3 users.
Where it falls short: the self-serve price most buyers actually pay is more than six times CleanProxies' floor, the low rates sit behind a sales process, and bandwidth is unlimited only with "fair usage applies." Static IPs aren't part of its free trial.
3. Proxy-Seller
Proxy-Seller's ISP page advertises ISP proxies "from $0.98/IP," with each IP serving one customer for the rental term and enterprise discounts of up to 30% starting at 1,000 IPs.
Where it falls short: the page markets "unlimited traffic" but its fair-usage FAQ says each IP comes with 100 GB of traffic by default and 100 concurrent threads, and speeds are quoted "up to 1 Gbps." The from-price isn't tied to a specific country or quantity. CleanProxies is cheaper per IP, has no per-IP GB allowance and runs on 100Gbps ports.
4. Oxylabs
Oxylabs' ISP proxies run from $1.50/IP down to $1.10/IP at 2,270+ IPs.
Where it falls short: the page says these IPs are shared with up to 3 users. Its fair-use policy allows 100 concurrent sessions per IP until the IP passes 50 GB in a billing cycle, then cuts it to 10 sessions for the rest of the cycle. Dedicated ISP proxies exist as a separate product without a listed price. You pay more per IP than at CleanProxies and still share it. See CleanProxies vs Oxylabs.
5. HypeProxies
HypeProxies sells ISP proxies in fixed bundles: 50 IPs for $65, 100 for $125 and a 254-IP subnet for $300 a month, which works out to about $1.18 per IP at best.
Where it falls short: you buy 50, 100 or 254 IPs whether you need them or not, the network is described as 10 Gbps, a tenth of CleanProxies' ports, and unlimited bandwidth is subject to its Acceptable Use Policy. See CleanProxies vs HypeProxies.
6. Decodo
Decodo's ISP pricing lists dedicated IPs from $3.33 each on a 3-IP plan down to $2.00 each at 2,000 IPs, billed monthly plus VAT. Cheaper options on the same page are shared, billed per IP or per GB.
Where it falls short: even at 2,000 IPs the dedicated rate is well over double CleanProxies' floor, before tax. See CleanProxies vs Decodo.
7. IPRoyal
IPRoyal's ISP pricing is set by rental period: $1.80 per proxy for 24 hours, $2.70 for 30 days, $2.55 for 60 days and $2.40 for 90 days, all "starting from."
Where it falls short: the cheapest monthly rate needs a 90-day commitment, the pricing page doesn't list quantity discounts and bandwidth comes with "fair usage protection" rather than no caps. See CleanProxies vs IPRoyal.
8. Bright Data
Bright Data's ISP pricing shows a shared ladder from $1.80 to $1.30 per IP and a dedicated ladder from $3.50 to $2.50 per IP at 1,000 IPs.
Where it falls short: every IP includes a 100 GB monthly allowance and the FAQ says extra usage may cost more, without stating the rate. A dedicated Bright Data IP costs more than three times CleanProxies' floor. See CleanProxies vs Bright Data.
9. Byteful
Byteful's static residential page lists $3.00/IP for 10 IPs, $2.85 for 25 and $2.75 for 100, with custom pricing above that.
Where it falls short: it does "not offer in-term proxy replacements for Static Proxies," so a burned IP stays burned until renewal. See CleanProxies vs Byteful.
What the numbers mean at scale
Per-IP gaps look small until you multiply them. Here's what 10,000 US ISP IPs a month cost at each provider's lowest published dedicated rate:
| Provider | Rate used | Monthly cost for 10,000 IPs | Extra vs CleanProxies per year |
|---|---|---|---|
| CleanProxies | $0.75/IP, dedicated | $7,500 | — |
| Proxy-Seller | $0.98/IP (from-price) | $9,800 | $27,600 |
| Oxylabs | $1.10/IP, shared with up to 3 | $11,000 | $42,000 |
| Decodo | $2.00/IP + VAT | $20,000 + VAT | $150,000+ |
| Bright Data | $2.50/IP, dedicated | $25,000 | $210,000 |
| Rayobyte | $4.60/IP, self-serve | $46,000 | $462,000 |
Bandwidth changes the picture further. At 10,000 IPs, a 100 GB-per-IP allowance sounds generous until you run image-heavy crawls or video ad verification; overage then lands on top of the rates above. Oxylabs' step-down after 50 GB cuts concurrency by 90% for the rest of the cycle, so you buy more IPs to get the same throughput. CleanProxies has no meter at all.
Sharing is a hidden price increase. If one IP in three on a shared plan gets flagged by your target, your effective price per usable IP rises by half. A dedicated, 0 fraud score IP keeps its value for as long as you hold it.

Key stats
Bots are now the majority of traffic. Imperva's 2025 Bad Bot Report found automated traffic was 51% of all web traffic in 2024, with bad bots at 37%. That's why sites score every IP, and why a cheap but dirty IP is never a bargain.
IPv4 addresses are a scarce asset. IPv4.Center puts /24 block prices at roughly $25–35 per IP in 2026. Renting a dedicated carrier IP as low as $0.75 a month is a fraction of owning one.
AI crawlers keep tightening defences. Cloudflare's 2025 Year in Review reports AI bots averaged 4.2% of HTML requests in 2025, pushing anti-bot vendors to scrutinise hosting ASNs even harder, which is exactly what carrier-ASN ISP proxies avoid.
Which cheap ISP proxy should you pick?
Pick CleanProxies. It has the cheapest pricing in the market for dedicated US ISP proxies and gives you more for the money than any provider above:
Sneaker, ticket and retail checkouts on Nike or Ticketmaster, where speed and a clean US carrier IP decide the result.
Multi-account work for e-commerce, ads and social media, where each account needs its own never-shared IP. See multi-accounting use cases.
High-bandwidth scraping from fixed IPs, where unlimited bandwidth beats any GB allowance.
Big US deployments, where published volume pricing down to $0.75/IP and a 1M+ static pool let you scale without negotiating. Browse US proxy locations.
Whitelisted ranges, where a dedicated /24 ISP subnet is the cheapest way to get a clean block.
The other providers make you trade something for their price: sharing, a bandwidth meter, a sales call, fixed bundles, a long term or no replacements. CleanProxies doesn't. For the full feature comparison, see the best ISP proxy providers or the CleanProxies comparison page.
How to test a cheap ISP proxy before you buy in bulk
Check the ASN. Paste a sample IP into the free proxy checker. The ISP should be a named consumer carrier such as Comcast, Spectrum or Verizon, not a hosting company.
Check the fraud score and location. The IP should be clean and in the US state you paid for. Our guide on why clean IP quality matters explains what to look for.
Confirm it's dedicated. Ask in writing whether anyone else can use the IP during your term.
Read the bandwidth clause. Estimate your GB per IP per month and compare it with any allowance, step-down or overage fee.
Price your real volume, with tax. Use the tier you'll actually buy, not the enterprise floor, and add VAT if it applies.
Test on your real target. Send a fixed number of requests and count clean responses and response times.
Start with the $4.99 trial. The CleanProxies trial gives you 5 US ISP proxies for 1 hour on the same network you'll use in production. Run steps 1 to 6 on it, then scale.

Only if they're dedicated and clean. Shared or semi-dedicated IPs, per-IP bandwidth allowances and fair-use step-downs raise the real cost. CleanProxies combines the lowest per-IP price with dedicated IPs and no bandwidth caps, so the cheap price is also the real price.
The lowest headline prices on the market are usually for shared or semi-dedicated IPs used by several customers at once, or for rates only available through a sales contract. CleanProxies' as-low-as $0.75/IP is for 100% dedicated IPs with every tier published on its pricing page.
Many do. Bright Data includes 100 GB per IP per month, Proxy-Seller's fair-use FAQ says 100 GB per IP by default, and Oxylabs cuts sessions per IP after 50 GB. CleanProxies ISP proxies have unlimited bandwidth and threads with no overage charges.

They're the same product. An ISP proxy, also called a static residential proxy, is an IP registered to a consumer internet provider but hosted on fast server hardware, so you keep the same trusted address for as long as you rent it.
