Best Rotating Residential Proxies in 2026: 8 Providers Compared
The best rotating residential proxies in 2026 are the ones that give you full control over when your IP changes, at a price per GB you can actually scale on. CleanProxies is #1: rotating residential proxies as low as $0.63/GB, the cheapest pricing in the market, with rotation on every request or sticky sessions up to 90 minutes, state and city targeting included, 0 fraud score IPs and data that never expires.
Rotation sounds simple. A new IP for every request, done. In practice it's where most residential setups break: a checkout that jumps IPs halfway through, a pagination run that trips a rate limit because the "rotating" pool keeps handing back the same flagged subnet, or a monthly plan that resets before you've used half your traffic. We compared the major providers on what decides those outcomes: rotation modes, session control, targeting, pricing and expiry, using each provider's own product and pricing pages, checked in October 2026.
TL;DR
CleanProxies is the best rotating residential proxy provider in 2026. As low as $0.63/GB, per-request rotation or sticky sessions up to 90 minutes, 50M+ residential IPs in 190+ countries (19.7 million in the US), state and city targeting at no extra cost, HTTP(S) and SOCKS5, unlimited threads, and GB that never expire.
Most big names are 2â8x the price per GB and sell residential traffic on monthly plans that reset: Decodo from $2.00/GB, Oxylabs from $2.50/GB, Bright Data from $5/GB on a $1,999/month plan.
For the jobs rotation shouldn't do (logins, long-lived accounts, heavy repeat fetches), CleanProxies also sells dedicated US ISP proxies as low as $0.75/IP with unlimited bandwidth, in the same account.

What "rotating residential" actually means
A residential proxy sends your request out through a real consumer connection: a home broadband line or a phone on a carrier network. To the site you're visiting, the traffic looks like a regular visitor, which is why residential IPs pass checks that datacenter ranges fail.
Rotating means the provider's gateway picks the exit IP for you. You connect to one endpoint, and the gateway assigns a new residential IP either:
per request, so every call comes from a different address, or
per session (sticky), where you pass a session ID and the gateway holds the same IP for a set window before rotating.
Per-request rotation is right for wide, stateless work: search result pages, product lists, price checks across thousands of URLs. Sticky sessions are right whenever the site expects continuity: a login, a cart, multi-page pagination, a form. Our guide to rotating vs sticky sessions goes deeper on choosing between them.
One thing many buyers miss: residential exits are real devices, and real devices go offline. A phone loses signal, a laptop sleeps, a router restarts. A sticky window of minutes to an hour or so matches how long a home connection reliably stays up. Promises of residential sessions lasting days depend on the same device staying online that long, which is why any workflow that truly needs one IP for days belongs on a static ISP proxy instead.
What to judge a rotating residential provider on
IP cleanliness. A big pool of overused, flagged IPs costs more than a smaller clean one, because you pay for every CAPTCHA and retry.
Rotation control. Per-request rotation, sticky sessions you can start and end on demand, and a single gateway that handles both.
Targeting without surcharges. State and city targeting matter for local SERPs, ads and pricing. Some providers charge extra for them.
Real price per GB. The listed floor, but also minimums, VAT, monthly resets and whether you pay for blocked traffic.
Expiry. Monthly plans that wipe unused traffic make your effective rate higher than the sticker rate.
Speed and uptime. Rotation adds handshakes. A fast, stable gateway keeps throughput up.
1. CleanProxies: best rotating residential proxies overall
CleanProxies rotating residential proxies combine the lowest price per GB in this comparison with complete rotation control and no expiry.
Price. As low as $0.63/GB at the 10,000 GB tier, the cheapest pricing in the market. Every tier is published on the pricing page, from 5 GB to 10,000 GB, with custom volumes up to 100,000 GB per order. No subscription and no sales call.
Rotation and sessions.
Automatic rotation on every request through a single gateway endpoint.
Sticky sessions that hold one IP for up to 90 minutes, so logins, carts and multi-step flows stay on one identity. Drop the session and rotation resumes on the next request.
Unlimited IP generation and unlimited concurrent threads: plans are sized in GB, not in IPs or ports.
Pool and targeting.
50M+ residential IPs in 190+ countries, including 19.7 million in the United States, 5.8 million in Germany and 5.6 million in the UK. See US proxy locations.
Country, state and city targeting included, no surcharge.
IPs come from genuine consumer home broadband and mobile connections on Tier-1 telecom networks, with a 0 fraud score.
Protocols and access. HTTP(S) and SOCKS5, username/password or IP whitelist authentication, and a real-time usage dashboard. It drops straight into Python Requests, Scrapy, Playwright, Puppeteer and every major anti-detect browser.
Data never expires. The GB you buy stay on your account until you use them. That means you can buy a larger tier at a lower rate and spread it over months, which is how most teams get close to the $0.63 floor.
The ISP advantage nobody else on this list matches. CleanProxies specializes in US ISP proxies: dedicated, 100% never-shared static IPs on Tier-1 US carrier ASNs, on 100Gbps network ports with under 20 ms latency, 99.9% uptime and unlimited bandwidth and threads, as low as $0.75/IP. Put your rotation-heavy discovery on residential and your logged-in, repeat-fetch work on ISP IPs, and one balance covers both. Add 4G/5G mobile proxies as low as $0.79/GB when you need carrier IPs. Delivery is instant, and 24/7 support is staffed by people who run proxy networks.

2. DataImpulse
DataImpulse lists $1/GB at entry and $0.80/GB at 1 TB, with non-expiring traffic. Where it falls short: country targeting is free, but city, state, ZIP and ASN targeting cost "a small extra fee", so the rate you pay for local rotation is above the headline. Its floor is also above CleanProxies' $0.63, and it has no dedicated US ISP product compared here.
3. Webshare
Webshare's residential page lists 80M+ IPs in 195 countries, priced on monthly plans from $3.50/GB (1 GB) down to $1.40/GB at 3,000 GB a month. Where it falls short: plans are billed monthly and auto-renew, so unused GB don't carry over the way CleanProxies' never-expiring data does, and the page doesn't state a sticky-session limit. Even its 3,000 GB tier costs more than twice CleanProxies' floor. See CleanProxies vs Webshare.
4. IPRoyal
IPRoyal's residential page lists 64M+ IPs in 195+ countries, per-request rotation or sticky sessions, and non-expiring traffic. Where it falls short: price. It charges $7.00/GB for 1 GB and $5.25/GB at 10 GB, with the $1.75/GB rate only on custom plans from 10 TB, and nothing published in between. See CleanProxies vs IPRoyal.
5. Decodo (formerly Smartproxy)
Decodo's residential page lists 115M+ IPs in 195+ locations, rotation per request or on an interval, sticky sessions, and targeting down to ZIP and ASN. Where it falls short: pricing runs from $4/GB pay-as-you-go to $2/GB on a 1,000 GB Enterprise plan, before VAT, and most plans are monthly subscriptions. That floor is more than three times CleanProxies' $0.63. See CleanProxies vs Decodo.
6. Oxylabs
Oxylabs' residential pool is aimed at enterprise buyers: a large pool, rotating or sticky sessions and very granular targeting, with some advanced filters that may require KYC verification. Where it falls short: monthly plans from $30 (Starter) to Enterprise from $2,500 a month, and $6/GB at the small tiers down to $2.50/GB only at 1,000+ GB. See CleanProxies vs Oxylabs.
7. SOAX
SOAX's residential page offers the most rotation triggers on paper: per request, after N requests, on a timer, on error, or sticky. Where it falls short: the product page doesn't list per-GB prices; its pricing page puts US traffic from $5.00/GB on Sandbox down to from $0.85/GB only on a $3,000/month Enterprise plan, and credits on monthly plans expire. See CleanProxies vs SOAX.
8. Bright Data
Bright Data runs one of the largest networks with deep targeting and tooling. Where it falls short: $8/GB pay-as-you-go, and $5/GB requires a $1,999/month plan. That's roughly eight times CleanProxies' rate for the same job. See CleanProxies vs Bright Data.
What the numbers mean
1. Blocked requests are part of the price. If 30% of your requests come back as CAPTCHAs or 403s, you pay for that traffic too. At $0.80/GB and a 70% success rate, your real cost is about $1.14 per useful GB. Clean, 0 fraud score IPs keep the real rate close to the sticker rate.
2. Expiry quietly doubles prices. On a monthly plan you only use half of, every GB you actually use costs twice the list rate. Never-expiring GB, like CleanProxies', are never wasted.
3. Rotation strategy changes your bandwidth. Sticky sessions avoid repeated logins and re-downloads of the same assets; per-request rotation avoids rate limits on wide crawls. Using each where it fits cuts traffic more than shaving cents off the rate.
4. Page weight sets your bill. The median mobile home page weighs about 2.56 MB (HTTP Archive Web Almanac 2025), so 1,000 full page loads use around 2.5 GB. Blocking images, fonts and video, or fetching only HTML and JSON, often saves more than any price difference. The proxy cost calculator shows what your volume really costs.
Key stats
Bots are now the majority of traffic. Bots made up 53% of internet traffic in 2025, and bad bots 40% (Thales 2026 Bad Bot Report). Sites score traffic harder every year, so IP reputation matters more than pool size.
Residential IPs are under scrutiny. Imperva found 21% of bot attacks used ISP-provided residential proxies (Thales summary of the Imperva 2025 report). Pools full of abused IPs get scored down fast.
Badly sourced pools can disappear overnight. In January 2026 Google disrupted the IPIDEA residential proxy network after finding its SDKs in more than 600 Android apps. Ask where the IPs come from.
How to set up rotation the right way
Most rotating residential gateways, including CleanProxies', work the same way: one host and port, with rotation and session behaviour controlled through your proxy credentials. Copy the exact endpoint and username format from your dashboard, then:
# Per-request rotation: each call exits from a different residential IP
curl -x http://USERNAME:PASSWORD@GATEWAY:PORT https://api.ipify.org
# Sticky session: reuse the session credentials from your dashboard
# for every request in one login, cart or pagination run
curl -x http://STICKY_USERNAME:PASSWORD@GATEWAY:PORT https://api.ipify.orgThen follow these rules:
Rotate per request for stateless work (search pages, category lists, price checks).
Start a sticky session per identity for logins and carts, and end it when the flow is done.
Retry on a new IP with backoff, not instantly on the same one. Our list of proxy mistakes that cause bans covers the usual culprits.
Match headers and browser fingerprint to the IP's location, especially with city targeting.
Move long-lived identities to ISP proxies. Anything that needs the same IP for days, such as managed accounts or monitoring dashboards, runs better and cheaper on a dedicated US ISP proxy with unlimited bandwidth.

Frequently Asked Questions
CleanProxies offers the best rotating residential proxies in 2026: as low as $0.63/GB, rotation on every request or sticky sessions up to 90 minutes, 50M+ IPs in 190+ countries with state and city targeting included, 0 fraud score IPs and data that never expires.
A rotating residential proxy routes your traffic through real home broadband and mobile connections, and the provider's gateway assigns the exit IP for you, either a new IP on every request or the same IP for a sticky session window.
Rotate per request for stateless work like search pages, product lists and price checks. Use sticky sessions for anything that needs continuity, such as logins, carts and pagination. For accounts that need the same IP for days, use dedicated ISP proxies instead.
On CleanProxies, sticky sessions hold the same residential IP for up to 90 minutes. Residential exits are real consumer devices that go offline, so workflows that need one IP for days run best on static US ISP proxies, available from $0.75/IP with unlimited bandwidth.
It depends on the provider. Many sell residential traffic on monthly plans that reset. CleanProxies residential data never expires, so you can buy a larger tier at a lower rate and use it over several months.
