An exit IP is the public address your traffic leaves the proxy network from, and so the address a website sees and logs. It is not always the address you connect to.
Every proxy connection has two ends. You connect to an entry point: a host and port, such as a static proxy's own address or a gateway hostname. The proxy then opens a second connection to the website from an exit IP. The site never sees your own address, only the exit.
On a static proxy the entry and the exit are usually the same IP, and it does not change. On a backconnect proxy gateway, one entry hostname fronts a whole pool of exits: the gateway picks an exit IP for each request, or keeps one for the length of a sticky session. That is why the address you type into your tool and the address in a site's logs often differ.
Everything a site judges belongs to the exit IP: its ASN, its geolocation, its reputation and its request rate. When you test a proxy, test the exit, not the entry. Geolocation databases look up the exit IP, so a gateway hostname in one country can exit in another.
Request an IP echo service through the proxy. The response body is the exit IP the site saw:

On a static proxy they are usually the same address. On a rotating gateway the address you connect to is a fixed gateway, and the exit IP changes per request or per session.
