An ISP proxy, also called a static residential proxy, is a dedicated IP address registered to a consumer internet provider but hosted on server hardware in a data centre. It looks like a home connection to websites, runs at server speed and keeps the same address for as long as you hold it.
Internet providers such as Comcast, Cox or AT&T own large ranges of IPv4 addresses and announce them to the internet under their own ASN. An ISP proxy provider leases ranges from those carriers and routes them to its own servers. The result is an IP that any lookup attributes to a consumer ISP, while the traffic actually leaves from a rack with fast uplinks.
Nothing sits between you and the exit IP. You connect straight to the proxy's address and port, the proxy opens the connection to the website, and the site sees that same address. There is no peer device that can drop offline and no pool deciding which IP you get, so the exit IP is the IP you were given, every day of the month.
ISP proxies give you two things that are hard to get together: a consumer network and a stable identity. Sites that challenge hosting ranges treat the traffic like ordinary broadband, and because the IP never changes, a logged-in account, a saved cart or an allowlisted partner integration keeps working without new verification steps.
They are also the cheapest way to move a lot of traffic. Billing is per IP rather than per GB, so a monitoring job that downloads full pages all day costs the same as one that sends a few requests. And because each IP is a dedicated proxy, no other customer's traffic touches its reputation.
CleanProxies ISP proxies are dedicated static IPv4 addresses on US carrier ASNs such as Frontier, AT&T, Comcast, Cox, RCN and T-Mobile, with unlimited bandwidth and threads on 100Gbps ports, delivered in seconds as low as $0.75 per IP.

Yes. Both names describe a static IP registered to a consumer internet provider and hosted on server hardware. Static residential is the marketing term; ISP proxy describes where the IP comes from.
