A /24 subnet is a block of 256 consecutive IPv4 addresses that share their first three numbers, for example 203.0.113.0 to 203.0.113.255. The /24 is CIDR notation: the first 24 of the address's 32 bits are fixed and the last 8 bits vary.
An IPv4 address has 32 bits, written as four numbers from 0 to 255. CIDR notation adds a slash and the number of fixed bits. In a /24, the first three numbers never change and the last one runs from 0 to 255, which gives 2^8 = 256 addresses. Its subnet mask is 255.255.255.0.
On an office or home network, two of those addresses are reserved: .0 names the network and .255 is the broadcast address, which leaves 254 usable hosts. Blocks announced on the internet are often used more fully, which is why proxy providers usually sell a /24 as 255 or 256 IPs.
The /24 is the smallest block most networks route on the internet, so websites and anti-abuse systems often treat it as a unit. When several IPs in the same /24 misbehave, rate limits and blocks can be applied to the whole range. That is why the neighbours on your subnet affect you on shared proxies.
CleanProxies ISP subnet proxies are dedicated /24 blocks of US carrier IPs, sold as one, two or four blocks (255, 510 or 1,020 IPs) from $1.19 per IP, with unlimited bandwidth and never shared. Read what ISP subnet proxies are for when a block beats single IPs.

Whole /24 blocks of static ISP IPs (255, 510 or 1,020 addresses) reserved for one customer, for large fleets of long-lived sessions.

256 addresses. On a local network 254 are usable hosts, because the first address names the network and the last is the broadcast address.
